Spain currently looks like the simplest first pilot jurisdiction among Spain, Vietnam, and China.

Why:

- foreign land ownership is allowed
- rural tourism and hospitality models exist
- land and building ownership are clearer
- local partner is useful but not always mandatory

Watch:

- rustic land is usually not suitable for residential development
- mobile and modular homes still need permits if used as stationary housing
- short-term rentals and rural tourism require regional/municipal licenses
- camping or glamping must be properly licensed
